Over 500 trucks carrying fuel, cement, food, and WFP supplies are stuck at Ugandaโs Malaba border due to South Sudanโs new rule requiring upfront e-permit tax payments.
Previously settled at Nimule or in Juba, the shift is causing major congestion, financial losses, and safety risks on key East African trade routes. Some drivers have been waiting over two weeks, while even UN aid deliveries are delayed.
Clearing agents warn this violates transit norms and could worsen the supply crisis in South Sudan.
